Yes it is. With the ability to retract payments whenever you feel and its general unstable nature, I'd say it's about as scammy as you can get. I've had paypal cancel my legitimate payments before for no reason, show my personal information (and that of others) for no reason, freeze accounts for doing completely legitimate but 'fishy' activity. It's about the worst website for money transfer and I hardly trust it. Facetious or not, I hardly appreciate the comment... Have a lovely day. Anne
